Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: At full performance serves as a Survey Technician working with all survey systems which require integration of many varied types of state of the art and continuously evolving equipment and software. Responsibilities Develop hydrographic survey parameters by determining or computing the shore station sites needed. Perform topographical surveys including horizontal and vertical control computations of varying degrees of precision for engineering, geodetic, hydrographic, aerial, topographic, and construction surveys. Compute channel coordinates and vessel run lines. Develop plots and quantities from edited field data by entering data into computer. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For the GS-05 grade level: Specialized Experience: One year of specialized experience which includes assisting senior surveyor/survey party chief with collecting topographic or hydrographic data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). NOTE: Completion of appropriate training such as in-service training programs, training acquired while serving in the Armed Forces, and government-sponsored developmental training programs will be allowed credit on a month-for-month basis depending upon its applicability. (Note: You must attach a copy of your transcripts.) OR Education: Successful completion of a full 4-year course of study leading to a bachelor's degree from an accredited or pre-accredited institution (a) with major study in an appropriate field of surveying, engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of the following courses: surveying, engineering, industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. For the GS-06 grade level: Specialized Experience: One year of specialized experience which includes assisting senior surveyor/survey party chief with collecting topographic or hydrographic data AND utilizing surveying software to obtain and process data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). For the GS-07 grade level: Specialized Experience: One year of specialized experience which includes recording hydrographic survey data (i.e. channels, harbors, rivers or coastal areas) OR recording topographic survey data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). For the GS-08 grade level: Specialized Experience: One year of specialized experience which includes recording hydrographic survey data (i.e. channels, harbors, rivers or coastal areas) AND operating computerized/electronic equipment for surveys such as digital level, automatic level, total station, or global positioning system (GPS) receiver (or equivalent). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). For the GS-09 grade level: Specialized Experience: One year of specialized experience which includes all of the following: (1) recording hydrographic survey data (i.e., channels, harbors, rivers or coastal areas) AND (2) operating computerized/electronic equipment for surveys such as digital level, automatic level, total station, or global positioning system (GPS) receiver (or equivalent) AND (3) assist in the computation and compilation of survey data for completion of reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). For the GS-10 grade level: Specialized Experience: One year of specialized experience which includes (1) recording hydrographic survey data (i.e., channels, harbors, rivers or coastal areas) AND (2) performing calibration checks on multibeam systems using equipment such as R2Sonic Multibeam or software programs such as Hypack and Hysweep; AND (3) perform computation and compilation of survey data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, substitution of education for experience is allowed at the GS-05 level only. You must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-06, GS-07, GS-08, GS-09 or GS-10 grade levels. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. The following incentives MAY be authorized: Student Loan Repayment, Advanced In-hire, Relocation Incentive, Recruitment Incentive or Advanced Leave Accrual. May be selected at any grade level announced with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.
