Interior, US Fish and Wildlife Service Supervisory Biologist in Anchorage, Alaska

Summary This position serves as the Regional Threatened and Endangered Species Coordinator and is a Supervisory Biologist, GS- 0401-13 working in Anchorage, Alaska for the R7-ARD-Ecological Services and Fisheries. Responsibilities As the Regional Threatened and Endangered Species Coordinator, a Supervisory Biologist you will be responsible for providing technical assistance and regulatory information to other Service divisions, as well as to other Federal, State and local agencies (especially those that implement conservation and recovery programs), private individuals, organizations, and institutions to satisfy the requirements of the Endangered Species Act, Marine Mammal Protection Act, National Environmental Policy Act, Fish and Wildlife Coordination Act and other environmental laws and regulations. This position conducts and reviews Section 7 consultations, reviews species' status assessments, prepares listing actions, develops and implements recovery plans, and provides scientific review and recommendations on actions involving listed species and critical habitat to individuals both within and outside the Service. The incumbent must exercise a high degree of initiative, independence, professionalism, sound judgment, sensitivity, and diplomacy in daily activities. The ability to effectively communicate, both verbally and in writing, to varied audiences in extremely important. Work is complicated due to high workload and limited resources available for the recovery of listed species and the activities of the office are complex and often of high public and political interest. Your duties will also include but are not limited to the following: Provides administrative, scientific, and technical leadership for a large, complex scientific program/project. Manages the formulation of program objectives, priorities, and techniques. Lead the development of overall program goals, objectives, policies and strategies necessary to direct the program. Evaluates or writes biological and policy arguments, ensures conformance to establish scientific and policy standards, and reviews the quality of biological, ecological, and other information. Drafts or contributes to various project proposals, operating procedures manuals, policy statements, environmental assessments, environmental impact statements, sections of management plans, and Service contract documents as assigned. Assists in the execution of the program/project allocations including tracking budgets and expenditures to ensure they are in line with allocations. Monitors and oversees the financial tracking systems to document and report on projects, funding needs, and work accomplishments. Provides administrative and technical supervision necessary to accomplish the work. Manages all administrative management functions such as developing program plans, development of programs, cyclical maintenance and program schedules, outreach plans, maintenance and submission of fiscal accounts, property records; and, if applicable, plans, coordinates, and manages the maintenance and repair of all facility equipment, grounds, and physical facilities. Requirements Conditions of Employment Qualifications Only experience and education obtained by 05/30/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Have a Bachelor's or higher degree in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Have a combination of education and experience that is equivalent to a major in a biological science. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. Minimum Qualification [GS-13]: One year of specialized experience, equivalent to at least the GS-12 grade level in the Federal service. Examples of specialized experience may include: (1) integrating complex technical, policy, and legal considerations in reviewing actions that affect fish and wildlife species and habitats, in order to effectively evaluate actions and develop recommendations and solutions to complex problems; (2) providing administrative, scientific, and technical leadership for a scientific program or project, including supervising or managing a staff of biological or natural resource professionals; (3) managing short- and long-term projects and assignments, including development of project timelines and implementation of projects according to schedules; (4) applying knowledge of appropriate Federal statutes and regulations to fish and wildlife conservation; and/or (5) coordinating activities with internal and external stakeholders to achieve fish and wildlife conservation objections. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
