Job/Position DescriptionContract Specialist VWith minimal supervision, and with extensive latitude for the use of initiative and independent judgment, the Contract Manager performs highly advanced, senior level, technical and consultative work assisting with the oversight of the daily operations and grant and contract management activities within the Prevention and Early Intervention (PEI) division. The Contract Manager provides leadership and support in grant and contract management by participating in contracting activities such as contract and amendment development, budget oversight and fiscal accountability, contract funding allocation decisions, continuous quality improvement activities, contract monitoring, and other contract management activities that meets PEI goals and objectives. This position is responsible for large scale project management and implementation for grants and contract management work within PEI. Responsible for completing analysis of grantee and contractor performance by reviewing contractor expenditure data, performance reports, and other pertinent data as it relates to grantee and contractor performance. Aids and recommends contract actions for enforcement of the terms and conditions of the assigned PEI grant or contract, including any escalation of issues to PEI leadership.The Contract Manager facilitates communication and collaboration between all contract stakeholders and serves as the single point of contact for all contractual accountability activities between the PEI and the grantees or contractors. The Contract Manager is the liaison between grants/contractors, program staff, and procurement teams. Responsible for implementing goals and objectives; developing contract management and fiscal accountability guidelines, processes and procedures; developing schedules, priorities, and standards for achieving established performance measures; monitoring contract compliance with federal and state laws, rules, regulations, guidelines, policies, and procedures.May oversee the work of others.Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.Essential Job Functions1.Contract Management and Monitoring - Serves as the lead in contract management activities, monitors contractor performance, provide technical assistance and close out of grants and contracts. Monitors contract performance by performance data as well as applicable contract deliverables. Completes analysis of contractor performance by expenditure data, performance reports, technical assistance and training documentation, and other pertinent data as it relates to contractor performance. Coordinates resolution of contractor issues and contract actions. Participate in coordinated on-site reviews to encompass both financial and programmatic compliance. Works with all pertinent parties to resolve monitoring findings by defining the criteria/requirements/processes and recommending appropriate dispositions. 2.Contract and Grant Budget Oversight and#150; Serves as lead budget oversight by negotiating funding allocations,projecting expenditures to ensure appropriate use of funds, monitoring, reviewing, and tracking expenditures3. Communication and Technical Assistance - Performs written and oral communication with contractors as the point of contact for contractual accountability activities between PEI and the grantees and contractors.
