POSITION OVERVIEW

About the job:

The Deputy Director for TDO is responsible for directing the operations of multiple divisions within the service line including: Business and Customer Service, Storm Water Operations and Maintenance, Street and Bridge Maintenance, Traffic Maintenance and Management, and Project Delivery. TDO divisions maintain and service more than:

  • 1.1 million street and traffic signs

  • 2,500 traffic signals

  • 1,600 school zone flashers

  • 180,000 streetlights

  • 1,800 freeway lights

  • 3,900 storm drains and related infrastructure (manholes, inlets)

  • 6,600 outfalls

  • 28 roadway underpasses

  • 2,500 miles of roadside ditches

  • 74 miles of off-road ditches

  • 35 storm water detention basins

  • 6,200 center lane miles (approximately 15, 000 lane miles)

  • 1,370 bridges

As a Houston Public Works First Responder, the Deputy Director for TDO also plays a crucial role in the City’s Emergency Management response and will lead proactive efforts to mitigate natural disasters, respond in real-time by directing Houston Public Works First Responders during an event, and support recovery efforts afterward.

About you:

You will provide leadership for Transportation and Drainage Operations that provides safe and efficient public services for all Houstonians. You will be a member of Houston Public Works’ senior leadership team, working closely with City staff and partner agencies. You will communicate complex transportation and drainage programs, studies, and projects to a wide audience. You must have demonstrable management and leadership skills.

You have a deep understanding of transportation and drainage utility systems. You should be well versed in NACTO and AASHTO standards and be supportive of local control over transportation standards. You are creative and bring a new perspective to age-old problems. You are naturally curious and have a strong desire to learn and grow in your profession. You must be able to demonstrate strong analytical and communication skills; experience working with the public/clients/team to resolve problems; and the ability to juggle multiple priorities. You should also be prepared to write clearly to reach your desired audience.

You are self-driven, results-oriented with a positive outlook, and possess a clear focus on high quality and customer service; a natural forward thinker who critically assesses your own performance. You are mature, credible, and comfortable in dealing with mid-to-senior executive personnel and elected officials. You are reliable, tolerant, and an empathic communicator, able to see things from the other person's point of view. You are a team player that works well with others.

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc.

This is a Houston Public Works Emergency Management position at the Tier I Level.

MINIMUM REQUIREMENTS

EDUCATION

Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal four-year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.

EXPERIENCE

More than ten years of experience are required in progressively responsible professional work directly related to Public Works operations, with at least four years in a management capacity.

PREFERENCES

Preference will be given to applicants that possess:

  • A Professional Engineer (P.E.) license

  • Executive level experience in a public utilities organization

  • Over 10 years of management experience

  • Understanding of traffic and drainage infrastructure

  • Ability to work with a diverse population

  • Proven experience leading a large organization through transformation and/or natural disasters

Preference shall be given to eligible veteran applicants provided such persons possess qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
