(2) Regular, Full-Time, RCUH Non-Civil Service position with the Maui High Performance Computing Center (MHPCC), Department of Defense High Performance Computing Modernization Programs Vanguard Center for High Performance Computing, located at the Maui Research and Technology Park (MRTP) in Maui, Hawaii. This position will conduct research under the University of Hawaii Applied Research Laboratory (ARL) Task Orders. Telework (from employees residence city and state) may be permissible subject to review and approval Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. MONTHLY SALARY RANGE: $13,000 - $17,000/Mon. DUTIES: Provides program and technical leadership for complex software systems development and applications projects and programs, ensuring that objectives are achieved in a cost-effective, timely manner. Leads a team of systems, software engineers, and subcontractors on development programs involving high performance computing. Develops technical concepts and support program capture efforts in coordination with management and business development to support the organizational strategic goals. Responsible for assisting with the implementation and execution of the strategic plan according to the organizations standards. Establishes and implements short-and long-range goals, objectives, policies, and operating procedures. Monitors and evaluates program effectiveness; effects changes required for improvement. Responsible for technical, cost, and schedule performance and the capture of new research and development projects and programs. Major activities include program planning, customer interface, teaming, managing subcontractors, and subsequent program phase capture. Provides comprehensive technical and business leadership including understanding of the technical and programmatic requirements, relevant state-of-the art technology, and necessary principles and practices. PRIMARY QUALIFICATIONS:

EDUCATION

Bachelors Degree from an accredited four (4) year college or university in a related field.

EXPERIENCE

Ten to twelve (10-12) years of experience in Engineering and Project Management, project/program leadership, and in the capture of government and defense oriented research and development type programs. Includes one to three (1-3) years of experience in management or supervision of technical staff.

KNOWLEDGE

Must have knowledge of program management methods and processes including integrated program planning and scheduling, resource

management,

risk

management,

and

subcontract management. Knowledge of engineering processes such as systems and software engineering. Knowledge of management tools for scheduling (e.g., MS Project), risk management, and earned value

management (EVMS and variance analysis) to develop, implement, and control integrated program plans and schedules. Must have knowledge of program management methods and processes to resolve program conflict and risk and to ensure on time, on-cost delivery of products or service. Broad and specific knowledge of Department of Defense (DoD) contracting process/principles. Must understand the Federal Government acquisition and contracting process. Must have a general understanding of the Federal Acquisition Regulations (FAR).

ABILITIES and SKILLS

Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Must hav excellent oral and written communication skills. Personnel management skills. Demonstrated ability to technically lead a team of engineers and subcontractors in the development of complex software systems and associated applications. Skills in monitoring performance to identify and manage risks and to ensure risks and corrective measures are handled in a timely, effective manner. Ability to prepare and effectively deliver presentations for internal and external customers. Proficiency in MS Office tools and MS Project.

Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to obtain and maintain a security and Top Secret/Sensitive Compartmented Information (TS/SCI) clearance based on a tier-5 background investigation. Must be able to complete the UH Title IX training within twelve (12) months from date of hire. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
