Avera Marshall Director - Community Based Services in Sibley, Iowa

SUMMARY: Directs and coordinates the facilities and functions of the Community Health personnel to assure the Public Health Core Functions and Ten Essential Services are provided to the residents of Osceola County. These services include population health services and non-population health services as directed by the Board of Health utilizing the Local Public Health Services contract funds and county tax appropriations. Provides overall leadership to the department to include planning, organizing, and evaluating services provided. Prepares, implements and monitors operating and capital budgets to ensure sound fiscal operation of the department. Programs and services will be in accordance with the Hospital policies and per statutory requirements. Serves as a liaison between Osceola Regional Health Center’s CEO and the Board of Health and the County Board of Supervisors.

SUPERVISORY RESPONSIBILITIES: Provides leadership to all Community Health Services staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, scheduling, and time-tracking, assigning, and directing work; staff performance appraisals, developing, rewarding, and coaching employees and addressing complaints and resolving issues/problems as they arise.

EDUCATION and/or EXPERIENCE: Bachelor of Science degree in nursing required. Experience in public health and leadership preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  1. Selects, develops, and retains staff to accomplish overall agency functions. Creates an environment for staff growth, development, and satisfaction. Implements regular staff meetings for problem solving, decision making and communication. Completes performance appraisals in a timely manner. Consistently and fairly administers HR policies with guidance and support from HR department.

    2.. Fosters continuing educations and promotes quality of performance through staff education, encouragement of additional education levels, training and/or certifications opportunities, and attendance of appropriate meetings and/or conferences.

  2. Meets regularly with the Board of Health and Board of Supervisors to provide updates on budget, agency activities and to seek their guidance on community issues and needs. Attends professional meetings and conferences to stay informed of current trends and developments in Public Health. Provides information to the community, physician office, school and others as requested.

  3. Collaborates with various community agencies such as Department of Human Services, schools, mental health providers, hospitals etc. to ensure optimal services to the community.

  4. Assists in preparation of annual operating and capital budgets for the community health department. Monitors and analyzes monthly reports and maintains costs within the fiscal limitations established by Osceola Regional Health Center administration.

  5. Attends inter and intra-hospital and agency meetings and represents agency by attending various community meetings.

  6. Maintains current policies that accurately reflect the agency programs, initiatives, and services. Evaluates agency programs to provide quality services and determine the efficiency, effectiveness, adequacy, and appropriateness of services offered.

  7. Collaborates with Osceola Regional Health Center’s Marketing department to ensure accuracy of agency public information materials, activities, and programs.

  8. Provide administrative oversight to include, but not limited to, the following programs: Local Public Health Services Grant, Immunizations, Tobacco and Lead grant, Foot Care, Best Care for Better Babies, Homemaker Services, Emergency Preparedness, Lifeline, and others determined by Community Health Needs Assessment.

    REQUIRED COMMUNICATION/MATHEMATICAL/REASONING SKILLS:

  • Must possess the required level of skills and abilities to read, write, speak, and apply mathematical concepts and sound reasoning to successfully perform the essential duties and responsibilities of this job.

  • Comfortable facilitating meetings and must be proficient in written and verbal communication skills.

  • Assure competency in the use of information technology as appropriate to the Public Health functions including, but not limited to, Iowa Grants, IRIS, IDDS, DAISEY and grant application processes.

  • This position requires problem solving and critical thinking skills, the ability to multi-task and the ability to engage in caring and professional communication with staff, clients, physicians and various community contacts.

    Osceola County Board of Health

  • Coordinates with Board of Health Chair to develop Board of Health agenda for bimonthly meetings per IAC Chapter 77.

  • Attends each Board of Health meeting to provide updates on grant activities, budgets, and Public Health trends, issues, or outbreaks.

  • Assists Board of Health in carrying out the Core Public Health Functions and Ten Essential Services as outlined in IAC Chapter 77, Chapter 80 and the requirements of all grants that are awarded to the Board of Health and subcontracted to Osceola Community Health Services.
