Examples of Duties
Works with Utility billing on various issues and inquiries regarding water meters, service connections, customer problems, and general services.
Provides staff assistance to the Utility Division Manager; prepares and presents staff reports and other necessary correspondence for executive management, state agencies, and other organizations; supervises the preparation and maintenance of related reports, records, and files; ensures the proper documentation of activities.
Operates and maintains Supervisory Control and Data Acquisition (SCADA) to monitor and control water system pumping, storage, pressure, and flow to meet water system demand.
Coordinates with water treatment plant operations to adequately control water system demand.
Under authority of OHA Direct Responsible Charge (DRC), may be assigned as DRC after hours and weekends as needed.

Minimum Qualifications
Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to the completion of the twelfth (12th) grade; AND
Some additional training or education related to leadership, management, supervision or field-specific learning; AND
Five (5) years of increasingly responsible experience in working in water utility operations or related fields, including at least two (2) years of lead, or supervisory experience.
Licenses and Certifications
Grade III Water Distribution Operator Certification from the State of Oregon
Confined Space Entry Certification
Competent Person Certification
Oregon Department of Transportation Flagger Certification
Standard First Aid Certificate issued by the American Red Cross
CPR Certification
Possession of a valid driver's license and satisfactory driving history

Union Representation: This position is not represented by a union.
Schedule: This position is 40 hours per week (Monday – Friday). The hours are flexible between working hours of 7 – 6 p.m. This position is mainly onsite with some remote opportunities.

Compensation: The annual range for this exempt position is $79,575.74-$104,045.66 . The starting pay assignment, based on an analysis of the successful candidate’s related experience and education in accordance with the city’s pay equity policy and the Oregon Equal Pay Act, would be no higher than $93,641.09 annually.

Working Conditions
PHYSICAL DEMANDS
This is a partially sedentary office and partially field classification; standing in and moving between work areas is required. Must possess the ability to work in the field; to operate a motor vehicle, and to visit various city and meeting sites; vision to read printed materials and computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is required to operate standard office equipment including a computer keyboard. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees most possess the ability to lift, carry, push, and pull materials weighing up to 75
pounds and heaver weights with the use of proper equipment.
ENVIRONMENTAL ELEMENTS
Employees partly work in an office environment and partly work in and around public works facilities and systems and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
