Summary You will serve as a CONTRACT SPECIALIST in the ACQUISITION BRANCH in the OTH REMOTE CONSTRUCTION BRANCH of NAVAL FACILITIES ENG COMMAND ATLANTIC. This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa. This is a full-time temporary assignment not to exceed 1 year. *Above salary does not include locality. Locality adjustment will be determined by duty station location once a selection has been made. * Responsibilities You will interpret relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues. You will conduct pre-negotiation conferences to negotiate prices, terms, conditions, contract modifications, and settlements. You will evaluate price and cost data for assessments of contractor responsibility and contractor performance. You will perform price and cost analysis to determine reasonableness of price in preparation for contract negotiations. You will analyze price or cost data for contract modifications, changes, or deviations to determine necessity and reasonableness. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Conducting acquisition planning and contract pre-award functions for facilities support services; 2) Administering construction contract to include supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations; and 3) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues in the facilities management and construction arena. Additional Information: Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions. The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
